Progressive Home Insurance in Illinois: The Partner-Carrier Structure
Progressive markets home insurance aggressively, but most Progressive-branded home policies in Illinois are not underwritten by Progressive itself. They are written through American Strategic Insurance (ASI), a wholly-owned Progressive subsidiary, and through an agency relationship with Homesite. This structure is legal, common among auto-first carriers, and it does not reduce your rights as a policyholder. It does change the experience of filing a claim.
Your declarations page lists the actual underwriter. Find it before anything else. If your policy is underwritten by ASI, your adjuster, the Xactimate pricing database being used, and the supplement review process are ASI's. If it is placed through Homesite, those functions run through Homesite. The Progressive app is often the front door, but the decisions happen at the underwriter level. Progressive Home scored above the industry average in the 2025 J.D. Power Property Claims Satisfaction Study, but the multi-carrier structure still adds steps that direct-underwriting carriers avoid, especially for customers who assume they are dealing with Progressive itself.
For you as a homeowner, the practical takeaway is: documentation matters even more than with a direct-underwriting carrier. A partner underwriter's adjuster has no prior relationship with Progressive beyond the contractual arrangement. Your inspection report, your contractor's presence, and your supplement package are what move the claim. Anything the adjuster misses is money you are unlikely to recover through general goodwill.
RCV, ACV, and Roof Payment Schedules
Some Progressive-branded home policies in Illinois apply ACV coverage to older roofs, and some apply an age-based payment schedule that pays a declining percentage of replacement cost as the roof ages. These are aggressive coverage forms. On an older roof under an age-based schedule, the policy can pay a small fraction of the replacement cost. The homeowner covers the rest.
This is the single most important coverage detail to understand before a storm, not after. Pull your declarations page, find the "Loss Settlement" section, and confirm whether your roof coverage is RCV, ACV, or an age-based schedule. If you have a roof that is approaching an age threshold, this is the moment to call your agent about what options exist at renewal. Changing coverage after a loss is not possible.
Illinois Freeze-Thaw and Filing Speed
The Chicago metro cycles through freeze and thaw far more often than most of the country, with dozens of cycles each winter. Water infiltrating through storm-damaged shingles in October freezes in December, expands, and widens any existing gaps. By spring, what started as hail damage can look like deterioration. Every carrier and every partner underwriter classifies freeze-thaw damage as gradual deterioration, not a sudden covered event. File within weeks, not months. Every month of delay hurts you, especially on a partner-underwritten policy where the adjuster starts with no prior relationship.
The Progressive Roof Claim Process: Step by Step
Step 1: Find Your Actual Underwriter
Before you file, pull your declarations page and identify the underwriting partner. The carrier name appears on the declarations page and determines who the adjuster works for, which Xactimate pricing database is applied, and how supplements are routed.
Step 2: Document All Damage
Photograph every affected area from multiple angles before any cleanup or temporary repair. Include wide shots of each roof slope, close-ups of damaged or missing shingles, dented gutters and downspouts, impacted AC condenser fins, damaged screens, and any interior water staining. FEMA recommends completing documentation within 48 hours of the storm event. Include hailstones on the ground with a coin or ruler for scale.
Step 3: Get a Professional Inspection Before Filing
A licensed contractor's inspection report gives you a documented scope of damage before the adjuster defines the claim. On Progressive-branded policies specifically, the partner carrier's adjuster has no prior knowledge of your property or history, so your inspection report becomes the reference point. Our guide on how to file a roof insurance claim explains the full sequence. The inspection is free. We dispatch a Haag-certified inspector to your address immediately.
Step 4: File the Claim
File through the Progressive mobile app, at progressive.com, or by calling 1-800-776-4737. Provide your policy number, the exact date of loss, a description of observed damage, and any immediate safety concerns. The claim is routed to the underwriting partner, which assigns a claim number and schedules an adjuster. Request an in-person inspection explicitly.
Step 5: Have Your Contractor Present at the Adjuster Inspection
This step matters more with partner-underwritten claims than with direct-carrier claims. The partner's adjuster is working from a cold start. A Haag-certified contractor on the roof with the adjuster walks them through each affected area, ensures back slopes and hidden components receive attention, and explains code-required materials the adjuster may not incorporate on their own. This is where the claim outcome gets set.
Step 6: Review the Scope of Loss Line by Line
The carrier sends a detailed Xactimate estimate listing every item they propose to pay for. Go through it line by line with your contractor. Common missing items include synthetic underlayment, code-required additional fasteners, drip edge replacement, ice and water shield coverage in valleys and eave zones, labor for complex roof features like dormers and valleys, and starter shingles.
Step 7: File Supplements and Submit Completion Documentation
Prepare a formal supplement with photos of missed damage, manufacturer installation specifications, current supplier pricing, and local building code references for any missing line items. When the roof is complete, submit the final invoice to trigger release of any depreciation holdback under an RCV policy.

Common Progressive (and Partner-Carrier) Claim Issues
Age-based payment schedules are the surprise that catches most homeowners with older roofs. If your policy applies a roof-age schedule that pays a decreasing percentage of replacement cost, the initial check can be a fraction of what you expected. Read your Loss Settlement section before filing and know the number. If your claim is going to be paid on an age-based schedule, plan for the gap between the insurance settlement and the actual replacement cost.
Partner-carrier Xactimate pricing sometimes lags local Chicago-metro market rates. After major storm events, demand spikes, local suppliers raise prices, and the Xactimate regional database catches up slowly. Supplement with current local pricing quotes from Chicago-area suppliers, not national averages. This is the single most common underpayment issue on partner-underwritten claims in Illinois.
Virtual inspections miss damage. On a partner-underwritten policy, there is even more pressure to accept virtual inspections because the partner's adjuster network is often stretched thin. Insist on an in-person inspection. Hail damage is not reliably detected from drone photos or ground-level imaging.
Cosmetic damage exclusions have spread across partner-carrier policy language. If your policy includes a cosmetic exclusion, dented but watertight gutters, pipe boots, ridge vents, and metal flashings may not qualify for reimbursement. Understanding this before you file lets you focus the claim on clearly functional damage.
Assignment of Benefits (AOB) traps show up across the Progressive and partner-carrier ecosystem. Any contractor who asks you to sign an AOB form is transferring your insurance rights to them, which removes your ability to negotiate the scope directly and can complicate the claim. Our storm chaser warning guide covers the specific forms to watch for.
What Roof Replacement Costs in Chicagoland
Roof replacement costs in the Chicagoland suburbs vary based on roof size, pitch complexity, material selected, number of existing layers to remove, and the extent of decking and accessory damage.
| Roof Size | Material | Estimated Cost Range |
|---|---|---|
| 1,200-1,600 sq ft (ranch) | Architectural shingles | $10,000 - $16,000 |
| 1,600-2,200 sq ft (two-story) | Architectural shingles | $14,000 - $22,000 |
| 2,200-3,000 sq ft (large home) | Architectural shingles | $20,000 - $32,000 |
| Any size | Class 4 impact-resistant upgrade | Add $1,500 - $4,000 |
For insured damage on an RCV policy, most homeowners pay only their deductible. On an ACV or age-scheduled policy, the gap between the insurance payout and the actual replacement cost can be significant. C&N offers financing for these gaps, including no-interest options for qualifying homeowners, and we can help you understand exactly what your policy covers before the work starts.
How C&N Helps Progressive-Branded Policyholders
C&N Construction is a GAF Master Elite contractor, a designation held by only 2% of roofing companies nationwide. It requires demonstrated installation quality, active licensing and insurance, and ongoing technical training. For Progressive-branded policyholders, it means the work meets manufacturer specifications and your completion documentation satisfies the underwriting partner's requirements without dispute.
Our Haag-certified inspectors document damage in the format every major carrier's adjusters recognize. We've completed over 25,400 projects across Chicagoland since 2015 and have worked through claims with Progressive's underwriters (American Strategic Insurance, Homesite, and other partners) at every complexity level. We know their Xactimate pricing expectations, their most common missing line items, and how to structure a supplement package that moves through their review processes efficiently.
We attend every adjuster inspection, without exception. On partner-underwritten claims, this matters more than on direct-carrier claims. The adjuster has no prior relationship with your property. Our presence on the roof ensures every documented hit, every compromised pipe boot, every bent flashing gets into the scope of loss. We also know the building code requirements for Cook, DuPage, Kane, and Will counties that carrier initial scopes routinely miss.

What to Do If Progressive Denies Your Claim
Get the denial in writing and confirm it cites specific policy language. Identify whether the denial is coming from Progressive or from the underwriting partner, because the appeal process may route through the partner's internal procedures. A vague denial referencing "wear and tear" without pointing to the actual policy exclusion is a starting point for appeal, not a final answer.
Request a re-inspection with additional evidence. Compile an independent engineering assessment for complex damage, updated photo documentation, storm event verification, and any maintenance records that establish the roof's condition before the storm. Have your contractor present for the re-inspection with the full original documentation and the new materials. Our guide on what to do when your roof insurance claim is denied walks through the full appeal playbook.
If re-inspection doesn't resolve the dispute, a public adjuster is worth considering. A licensed Illinois public adjuster works for you, not the carrier, and specializes in policy interpretation and claims negotiation. They typically charge 10% to 15% of the final settlement, but on a denied or severely underpaid claim, recovering a fair settlement covers that fee several times over.
The appraisal clause in most Progressive-branded policies provides a binding resolution pathway when both sides agree the claim is covered but disagree on the value. Each side selects a certified appraiser, those two appraisers agree on an umpire, and the majority decision is binding. It's faster and less expensive than litigation. The Illinois Department of Insurance handles complaints against carriers and their underwriting partners.
For storm restoration and hail damage claims with any carrier, the principle is the same: document early, get a contractor involved before the adjuster arrives, and don't accept the first scope as the final word.
Local Contractor, Not a Storm Chaser
C&N Construction runs from 24 N Hillside Ave, Hillside, IL 60162. Permanent office, not a PO box. Licensed and insured in Illinois since 2015. Over 25,400 projects completed across Chicagoland with in-house W-2 crews. When we give you a warranty, we're still here to honor it.
No-Risk Contract
You sign a contingency agreement. We don't start work until your insurance company approves the claim. If the claim doesn't go through, you don't owe us anything. No deposit. No cancellation fee. The contract doesn't screw anyone.
Your Budget, Your Call
If insurance approves less than the full scope we recommended, you decide what happens. You can spec down the project to match your payout exactly. Same materials. Same warranty. You won't pay for unapproved work unless you tell us to order it before the approval.
We Call You First
We don't silently revise your project to match whatever insurance approved. If there's a gap between our recommendation and the payout, we pick up the phone. We walk through the difference and help you keep out-of-pocket as low as possible. The only reasons you'd pay extra are to fix damaged lumber our crew needs to stand on or if you want to upgrade to luxury shingles.
