The Short Answer

Rules differ by town. Elmhurst says no permit is required for a residential reroof, while Geneva, Orland Park, Oak Lawn and Woodridge say one is. Fees we found range from $40 in Woodridge and Batavia to $75 in Lombard, Geneva and Schaumburg and $150 in Oak Park, and some towns charge by job value. Illinois also requires a State roofing license for the work. Where a town's pages don't say, the table says "not published".

Hail and wind claims send hundreds of roofs to the same building departments in a matter of weeks. The rules for those permits sit on 30 different websites, and a few of them are buried in fee schedules or ordinance PDFs. We read them so you can compare. Last checked October 22, 2026.

Of 180 cells in the table, 132 state a rule on the town's own pages. The rest say "not published" and open to the pages we checked. Rules change, so confirm with the building department before you schedule a tear-off. If your roof is storm damaged and you haven't had it looked at yet, start with a free storm damage roof inspection.

Illinois Roofing License: The Rule That Applies Everywhere

The state rule sits above every village ordinance. Roofing work in Illinois may be done only by a roofing contractor or qualifying party licensed under the Act. (225 ILCS 335/9(2), checked October 22, 2026.)

Many of these towns require an ice barrier at the eaves. Our ice dam guide shows why that rule exists and which towns state it.

It also constrains the permit desk. A municipality or county that requires a building permit may not issue it to a roofing contractor without proof of current State licensure. (225 ILCS 335/5(a-3), checked October 22, 2026.) Ask any roofer for their State license number before you sign, and look at the permit once it's issued. For more on screening a contractor, read our guide to choosing a storm damage contractor.

How We Built This Table

For each town we opened the building or community development pages, any roofing permit checklist, the fee schedule, and the adopted code ordinance on the town's own site or its official codifier. We copied the passage that supports each answer and saved the page text so the facts can be rechecked. If the pages did not say it, the cell says "not published" and lists what we opened. We did not use other contractors' websites, forums or memory.

This is a reference to help you plan, not legal advice, and it is not a substitute for the building department. Ordinances change and fee schedules are updated, often in January or at the start of a fiscal year. Found something out of date? Tell us and we'll recheck the source.

If a permit fee or a code-required item turns up in your estimate, our roof insurance claims guide explains how scope and supplements work, and our storm restoration page covers what a full replacement involves. Active leak in the meantime? See emergency roof repair.

Chicago Storm Pros is a service of C&N Construction, Inc. (cnroofs.com). Reviews, project counts, certifications, and ratings shown here reflect C&N Construction's work.

Common Questions

Roofing Permit FAQs

Does Illinois require a roofing contractor license?
Yes. The Illinois Roofing Industry Licensing Act (225 ILCS 335/9) says no work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under the Act. It is a state license, separate from anything a village asks for.
Can a village issue a roofing permit to an unlicensed contractor?
Not under state law. 225 ILCS 335/5(a-3) says a municipality or county that requires a building permit may not issue one to a roofing contractor who hasn't provided proof of current State licensure. The same section says the official issuing the permit affixes the roofing contractor license number to the application and the permit.
Why does the table say "not published" for some rules?
Because the village's own pages did not state that rule when we checked on October 22, 2026. We don't fill gaps from other contractors' websites or from memory. Each "not published" cell opens to the pages we checked. Call the building department before you rely on a gap; a rule can exist in an ordinance that isn't summarized online.
Does my roofing permit change if my insurance is paying for the roof?
None of the town pages we read make the rule depend on who pays for the roof. Whether your policy covers permit fees and code-required items is a separate question, so read the ordinance or law section of your policy or ask your carrier in writing.
